Occupancy certificate not received and builder asking me to take posse

Hi
I bought a property in Naigaon east rera number P99000012568.
Builder is asking me to take the possession without an OC. He is saying he has submitted the clause with rera too. He is saying Its subject to as mentioned in Rera Application. As there is wetland Section being imposed by central govt. I haven’t paid all the amount as m waiting for oc. Could you please please check how true it is
This is my response to you:
1. Without OC you cannot take possession;
2. There is no excuse for not obtaining one;
3. Unfortunately even CC is not uploaded by the builder;
4. Consult a local lawyer and take steps.
