If the construction exceeds the sanctioned GHMC plan and mandatory setback requirements have not been maintained, you may lodge a detailed complaint before the competent GHMC authorities seeking inspection, enforcement action, and demolition of unauthorized portions. Unauthorized additional floors and setback violations constitute serious planning and building regulation breaches. If the authorities fail to act despite a valid complaint, you may pursue appropriate legal remedies before the competent forum, including seeking directions against the illegal construction. It is advisable to preserve photographs, sanctioned plan details, and other evidence of the violations.

if what you stated is so, you may file requisition to the GHMC authorities for taking necessary action against the illegal construction and if it permits to build more than 2 floors in that area, GHMC may impose penalty for illegal construction and to regularization.

You can raise a complaint before GHMC officials. In the event GHMC does not take any action, you can file a Writ Petition for the same challenging the inaction of GHMC. In the event GHMC rejects your complaint, you can challenge the rejection order before the concerned High Court.
