Is affidavit sufficient document for proving the identitity of person

Need your advise on the below issue. My mother's real name is XXX. All her documents(Aadhar, PAN, Voter ID, bank pass book etc) have the same name. But her father(my grand father) when registering a property had used the name as "X". Will it have any consequence when she transfers the property to anyone, since she do not have any ID proof with the name "X". Does arranging the "One and the same person" affidavit will help? Who all should sign the affidavit? Please note our religion is "Muslim".

Affidavit will solve some issues, but better is let her file a suit for declaration, to declare both names denoting her. In declaration suit she have to made State government represented through District Collector as opposite party. Court will order to give a paper publication. Mostly Government will not contest the case.
