Father died without a will how to divide the property

CAN MY BROTHER IN LAW CLAM SHARE OF MY FATHERS PROPERTY IF MY SISTER IS DIED IN 2016,AND MY FATHER DIED IN 2009,MY SISTER HAS NO ISSUE,PLEASE ADVICE.

Husband and children are class1 legal heirs of a woman. When your father died, his entire property would equally devolve among all his class 1 legal heirs.
Your sister too was a class 1 legal heir of your father. So now after her death, her share of property would devolve to her class1 legal heirs who are her husband and children. If she doesn't have children then to her husband.
