Double house tax charged by muncipal corporation

Sir ji My house is in chwal and I constrcut additional one floor in the year 2003 know f.y 2014 municipal corporation charged me double house tax. They said it's illegal construction. But in area various people do same thing before 2003 they not getting double house tax. In this situation they everything dobule inculding water bill. Please suggest me what I do in this situation?
This is my response to you:
1. Ask the municipal corporation for the refund of the tax;
2. Also say that the other houses have also done the same;
3. On the basis of equity you should also be charged less;
4. If they still do not make amends then file a formal complaint;
5. Last step approach HC and file a Writ.
