DDA Flats Illegal construction, whom to file a case against

If I file a legal case should it be filed against
1. DDA, MCD and the owner?
or
2.Defendant 1:MCD and Defendant 2:owner?
or
3, Defendant 1 :Owner and Defendant 2 : MCD?
To be on the safe side, make the owner, DDA as well as MCD parties to the case. The court may delete DDA as a party later on incase if the DDA files an application for deletion or if the court feels that it is merely a proforma party (a party against whom no relief has been sought) In case of further query you may avail my contact details from just Dial.
