DDA Flats Illegal const owner has sold his propert

I have to file a case against MCD, DDA and the owner who indulged in illegal construction .
MCD passed Demolition order in Nov 2005 but they have put it under suspension giving vague excuses like no time, no police, it is compoundable, Delhi Act etc.
This property is a DDA flat in New Delhi.
The illegal structure has developed visible cracks and cement pieces fall into my house from time to time and pigeons sitting and their droppings into my house have made all my family members sick...Doctor has certified it. So it is a safety hazard and health hazard.
In mid Jan 2020 the illegal constructor sold his flat so how will that impact my case.
