Can property be sold below circle rate?

Hi,
My question is that can a property be sold below circle rate. I have been told that a property can be sold below circle rate if it meets certain criteria, like poor locality, no utilities etc.
To give you and understanding the property I refer to, is a DDA plot under Rohini Scheme. The location is Pocket C-6, Rohini sector 34. The locality has not been developed as of yet and will take a lot of time. For the moment my question is to understand that if it is legally allowed to sell a plot below circle rate based on it.

Absolutely, there is no bar to sale price. An owner may wish to sell the same at whatever price he or she may deem fit. However, the manner of transfer of title and sale of the property must be precisely in line with all statutory provisions and guidelines.

What is the difference between circle rate and agreement value?
