Can landlord appeal for compensation more than fixed by government?

Is there any benefit if, a land owner will appeal in court for compensation.If government has fixed certain amount and person can appeal in court for more compensation in mercy ground in odisha state.
If it is the matter of land acquisition than govt. Rate is only applicable. But the compensation amount depends upon rural or urban area... So court cannot decide a rate more than the government valuation .
