Can a WRIT be filled against government

1. How a WRIT is going to help victims of Real Estate Scam? 2. Can someone file a WRIT against Govt for this scam by making the Builder as party in the case and claim money? 3. If point 2 is correct then can the victims file both WRIT as well as NCDRC?
Unless otherwise there is no remedy for a particular matter in the civil procedure code, You can file a writ petition. A person can be said to be aggrieved only when he is denied a legal right by someone who has a legal duty to do something and abstains from doing it. Thus, it can be filed against the government
