builder is refusing to give occupation certificate nd no water in bldg

we hindu sc cast bought 1 bhk at mulund mumbai, its SRA completed project, we bought 1 bhk in saleable building,
as per rera, possesion date is dec 2018 , now its ending of april. builder has given keys (we havent moved there) , but deleberatly refusing to pay amount to Bmc for water and OC , there are internal disputes in partners, he also refusing to form society,
we resident requesting him but he excused us, what action i can take ? can i call consumer forum or RERA ? HELP PLS
