Will divorce be legal if done on a stamp paper under Shariat law

The man ( Muslim) made a rs.100 stamp paper mentioned divorce doc drafted and signed by both the parties along with witnesses. not judicial talak just mentioned on stamp paper. matter is he pronounced 1st talak to his wife on 11.7.2017, 2nd on 11.8.2017 and 3rd on 8.1.18 ( the 3rd talak he pronounced after a gap of almost 5 months, few days less) IS THIS DIVORCE IS LEGAL OR HAS ERROR AS PER SHARIAT .

If the talak is given (pronounced)in presence of at last 2 male adult . with clear and loud with name of wife
And
He gave valid amount of iddat period
As par law
Then it is valid divorce.
