For the transferring of the case from one district to another

I am resident of Moradabad and currently residing in NCR region. I met with an accident about 20 months ago for which I had filed a case for the claim and compensation at the place of incident/accident. Till date there has not been any progress in the case due to the negligence by my lawyer. So can I change the court and apply for the transfer of my case to the NCR region if possible. And if yes then how?? And also if I can withdraw my case from there and file a new case in Delhi?
