Accident victim 2003, injury becoming worse and affecting daily life

I met with an accident 17 years ago on the expressway. My foot got injured and I was left for several hours on the expressway. Now the issue I am facing is that my injury is getting worse day by day and it has started affecting my work and causing me financial loss.
Furthermore, the driver started harassing me after I recovered.
I am still suffering from mental trauma and physical trauma from the accident. I would like to sue the driver for the financial losses and mental stress that he has caused to me.
it's little long however I need to know did u sue the driver after the accident before the motor accident claim tribunal if no we can approach the tribunal and Sue the driver the truck owner and the insurance company and claim the compensation for further details u can call me
