What steps an be taken when tenant stop responding to calls or texts

Hi, I am an NRI. I own a flat in Pune. Recently my brother has asked one person to come as a tenant using the 99acres.com Now first thing I have not given any POA so my brother can not execute rent agreement. After giving keys for 15 days I came India and asked them to do rent agreement they are not in the flat nor responding my calls. I don't have any I'd copy

1. If the person does not want to do rent then what is the worry?
2. Call up your brother and ask him where is the person?
