Unreasonable deductions from security deposit by landlord

The landlord has deducted around Rs. 17,000 from our security deposit reasons which for which we are not responsible for like flat cleaning, pest control, bedbug treatment while the flat was initially given to us in a bad condition for which the landlord didn't care much when we were moving in. Since we had taken the flat from the broker (landlord was in UK), he helped us a little to setup the flat so that we could move in but after we moved out of the flat in a well maintained condition last month the landlord came back and she started giving excuses for deducting the above mentioned amount from security deposit. Please advice on how should we proceed.

your landlord cannot deduct for the things which you have mentioned.

What May Be Deducted
Your landlord may deduct from your security deposit for:

Unpaid rent
Repairs for damage other than normal wear and tear.
Under some state laws, the security deposit may also be used for cleaning a rental unit after move-out, but only to make the unit as clean as it was when you first moved in.
In some states, a security deposit may also be used to replace or restore personal property, such as keys.
What May Not Be Deducted
Your landlord may not withhold money from your security deposit for:

The cost of repairing defects that existed prior to your move-in.
