Rent not paid not vacating the flat even after court order

A person with criminal background has taken illegal custody of my flat and inspite of court order is not vacating the property. And has gone for revision application based on just a draft copy of mou which is not signed. His objective is to keep the matter in court so he can continue to occupy the flat free of cost since past 3 years. I have made criminal complaint also with the police but no action. What further action can i take to recover my property without wasting years in court procedures of which he is taking advantage.
You will have to move some urgent interim applications before the court of law where the matter is subjudiced. You must approach the higher authority of police if the local police are not taking cognizance. Also may inform the court and apply for contempt of court orders.
