Haven’t returned deposit - unreasonable deductions

We rented a flat in Pune and have lived there for 2 years. The deposit is 70k. After 2 years we have vaccated the flat on 1st Jan this year and our deposit has still not been returned. The owner of the flat does not live in the same city and has a property manager who takes care of his flat. That property manager was also our broker. Now the owner is saying he can’t do anything as he is not in town and wont return the deposit unless the broker gives a confirmation. The broker has charged us with
Issue a written legal notice to the owner demanding refund of the security deposit of ₹70,000 within 15 days from receipt of notice. The owner is legally liable to return the deposit after adjusting lawful dues, if any. He cannot refuse payment on the ground that broker confirmation is pending. The broker is only an agent and responsibility remains with the landlord.
Preserve copy of rent agreement, payment proof of deposit, electricity bill clearance, and possession handover proof. If the amount is not refunded, you may file a recovery suit before the appropriate Civil Court at Pune for recovery with interest and costs. You may also claim interest for delayed payment.
