Can anyone file application for police verification of a tenant

Can anyone file application for police verification of tenant or only land owner can file. Means if i have suspect about criminal background of someone who was living without police verification in a house on rent. Whether i can tell police officers to do verification of tenant or only land owner can do this

Ideally it would be the land owner who would get a police verification done of the tenant as the application goes on behalf of the owner. However if the landlord is not available then the land owner can give a power of attorney to someone and submit the application through the holder of the power of attorney. It is unlikely that the police will verify simply on the request from a third person.
