Is Service LeveL Agreement legal if we make employees sign it?

Hi, I am an HR of an IT company. We have both trainees and employees working for us under service agreement. My question is, 1) can we make the trainees & employees sign same SLA breaking it in 2 phases-employment & training? 2) Can we ask a trainee compensation if he breaks the agreement or after training does not join the company? 3) How many months of salary we can maximum ask to an employee to compensate if he/she leaves with service level agreement period? Is it possibly to legally contest and claim the money? 4) can you suggest any other legally proven way through which we can ensure retention of the trainees and employees?

My first question to you is why are employees leaving your company in a short span and trainees not returning back to you after training, hope there is no flaw on your companies part, Secondly, your company has laid some rules and regulations on their own which you strictly follow, if that is such you can take actions consulting your higher authorities.Hope your company falls within the laws laid down under Companies Act? More detailing is necessary to guide you further

MY OPINION THAT you are the HR of a company , you have ample existing power to employ according to service rules & company Act & procedure , according to amended service rules the defination of "TRAINEE" and "EMPLOYEE " amended, so the treatment with the trainee & employee in the work field is focus according company law rules & guidance,implementation of service rules,contact with me.
