can government employee will send letter under registered post ?

Sir, I am government employee and in service for past 10 years. I filed writ petition against my higher officer because his appointment is violation of Recruitment Rules and is still pending. my higher officer had given oral instruction to all office personal not to receive any letters if i submit it. So I sent all letters to him (mentioning through proper channel) under registered post for past 1 years. my higher officer says letter sent under registered post cannot be considered because it is not through proper channel. Is government employee sending letter under registered post to his office is invalid?

Everyone whether Government Servant or individual if any communication/letter sent to higher official through proper channel by Registered Post is valid. Your higher official cannot say so. Your higher official if refuses to accept any communication from you then you can very well make a complaint to the next higher level authority like District Collector or Secretary to Govt etc.,
