Hello your sister can apply and obtain the succession certificate from the civil court under the provisions of succession Act. If a hindu male die inestate without a will his legal heirs can obtain the succession certificate. As a short process your sister may also get legal heir certificate from the Tehsildar and check with bank if the accept it if not file petition for succession certificate in Civil Court.
