I belong to Hindu religion. Can I marry my niece. She is my father's brother's daughter's daughter. Inshort she is my paternal cousin's daughter. With diffrent surname and diffrent gotra

Even if you are not in prohibited relationship but you both are spindas of each other. So as per the provisions of Hindu Marriage Act your relationship with her comes under chapter two which talks about conditions for a Hindu marriage.

Hello!

You cannot marry your niece as it falls under degree of prohibited relationship. If she is your father's cousin's daughter even though your gotra is different if you fall under similar pinda 'sapinda' you cannot marry her. Marriage between you and her will not be legally valid.
