Neighbour abused my mother, how to safeguard my mother from them ?

This is writing on behalf of my Mother. on 27th Nov,2017 my mother had gone to one of the neighbor house for marriage purpose & she came back at around 7-7:30 PM in eve but the gate of the house was locked at that time & people living the do not respond to my mother call. She had tried the same for almost 1 hrs but no respond was & after when my 90 yrs old grandfather with help of stick opened the door people who had locked start abusing my mother. Abusing had become habit for that people. Person who is culprit or accused is a criminal background with Zila badar status. Kindly help my mother asap for her life. she live alone in the native village. When i had contacted higher police authority police came to meet my mother without women policewomen after 7-7:30 PM which totally illegal & accused again started abusing & telling that will murder your husband & sons. But police didn't any action.
