Legal heir certificate for US deceased husband

hi I have a friend who is US citizen who recently deceased without writing a will. He as few assets in BANGALORE and TN. His wife and two children need some help to reclaim assets left behind by him. the family is in US currently and seeking help to obtain legal heir certificate locally here for their use for future transactions. Pls advise the feasibility and timeline and doc required.
Was he born in Bangalore?
If yes, wife and children will have to file a probate and succession case and obtain a succession certificate. Post which, they can claim the property accordingly.
There’s a possibility to do it through virtual court given the current pandemic situation.

Dear Madam,
His legal heirs can get legal heir certificate from Revenue Department or BBMP or Bengaluru One office by producing all the notarised copies of Aadhar cards. Such certificate may be used to change the properties in the joint names of legal heirs.
