In laws torturing and beating my sister and forcing for divorce

My sister got married before 3 years she has one kid of 2 years but now groom family torturing and beating to my sister and some time exiting her from house, Now she is living with parents, we tried to file FIR even they did not registered the FIR by saying that give divorce the the groom.
In a labour class marriage expense is not easy task and agajn marriage is not easy for Labour class. I wants to know about as the groom asking for divorce what kind of case we can file and as the groom don't wants to carry marrige what we will get from in-laws as per law.
