I need to take legal advice regarding involvement of in laws in my brother's life and also his wife is harrasing my brother mentally.

Well, you can file a case against your Brother's Wife under the charges of Harrasment, Torture, Blackmail, Criminal Intimidation. You write a formal Complaint to Police Commissioner and Magistrate directly about the legal issues which your Brother is facing from her Wife

Hello this interference doesn’t crest any legal ground for initiating any proceedings before court unless your brother is mentally tortured by his wife and you should have some evidences of it then you can file petition for divorce before family court
