Harassment by cousin towards parent , can he file FIR against him

my dad n mom age crossed 60 n staying in pune went for Ganpati festival in my netive place chiplun and my cousin abusing them , cousin stays in kalwa n me also, can i file FIR agst him in kalwa

Fir are registered under serious crime. The act defined by you is of very casual nature, this is just verble abuse and you can register complaint under section 504, 506 of Indian Penal Code 1860. Police may give him summon s to remain present before them for inquiry.

No police station can refuse to file an FIR but it is recommended to file an FIR against someone at the jurisdiction of their place of residence or at the place of crime. Since your parents live in pune then they can file in pune or Chiplun.
