you friend can file criminal case against her husband and for the maintenance and property things you have to file to necessary petition/suit before court and ask for relief and property must be in his name to claim not any other property of his family members .

She can bring him back and get that woman sent to jail saying she is prostitute. Women empowerment is more than anything. The husband may lose his job if he is alleged to have married. Better consult a senior lawyer and take alternative suggestions.
