Because your younger brother is criminal minded and your step mother is threatening and blackmailing also and you filed a fir so now u should create the pressure on police that he takes the necessary and immediate action and u should shift another place if u have any.And u must filed a partition suit of ur ancestor and father property .

You can file a criminal case in the respective court of law with respect to the behaviour of your mother and any other cruelty inflicted upon you and your sister. For that, you have to file a criminal complaint in the court of law.

Wait the police to respond. If after lapse of reasonable time police did not respond then file complaint case stating all the facts as also the fact that you have informed the police. Court will take cognizance.
