Even though your mother's marriage is not registered if it is celebrated in some form. So your mother could file a petition to declare the 2nd marriage as null and void by submitting the proofs of their marriage like photos and invitation.

Registration of your Mother's marriage is not necessary. That time there was no compulsory registration of marriage. The marriage done by your father with the present lady is illegal and not valid in law. Your Mother alone is the legal wife for your father. Your mother can give complaint to Police and get him punished for doing 2nd marriage. Kindly contact me for detailed discussion and advice.

Dear sir, Twenty years back Registration of marriage is not compulsory, If you have valid marriage photographs and any documentary evidence proving that your mother married before the second registered wife. we can challenge the registration .

Sir/Madam,
As for as marriage solemnized before 20 back that time registration of marriage was not mandatory, but if the marriage took place in front of relatives then it is valid and your mother is official wife. And you as son/daughter has all legal right on all aspects.
