Caste related problem how can i add surname after my name

I am bihari. I want to add surname after kumar in my name. I want to take surname. How i can do this?

Your question is not clear. If u want to add surname after kumar than in that case u have to give affidavit regarding this and after that there will be publication in gazette newspaper. There is a legal procedure for changing the name. To give effect to the name change an affidavit has to be prepared, thereafter a notice had to be given in two local newspapers that you have changed your name from x to y for all future purposes.
