Can we file case against stepsister for misusing mother money

My dad is expired and my mother lives with her daughter (my step sister). My mother is getting around 30000 rupee from rent and pension. We all brother and sister believe she is utilizing our mother's money as she handles all bank and cash dealing but mother says she utilize it for herself. Its not possible for her to spend this much money. Can we file a breach of trust case against our stepsister as she is misappropriating mother money for her own use? If mother support her then does this case stands valid in front of law?
