Whatever you told seems the boy family is very greedy even if you give them money now they will again ask it later. You should give a written complaint to women cell of your area and in police station.

Ma'am in such matter the best thing is to register a complaint with CAW as I have witnessed many such cases and in the most case the parents of boys can only be pressurised when there is an outside agency working over them to settle the matter amicable otherwise they will never agree

Well after going through your case, I am of opinion that
1- your sister should file a police complaint regarding dowry demands and in case police don't register FIR then ur sister can go to Woman commission and after woman cell satisfies then FIR will be lodge and accordingly criminal case will begin
2- your sister may file a maintenance case u/s 125 crpc act and accordingly she will get maintenance

In all this things keep patience and positively the wrong doer will get to know that he/she is doing wrong and surely they will settle the matter.
