If the Police is not taking any action against the case then you can move to the Magistrate for direction in this matter. The Magistrate will ask the Police to file it's report as to what all they have done in this case.

you may approach the Magistrate under Section 156(3) Cr.P.C against police, and if the Magistrate is satisfied he can order a proper investigation and may take other appropriate actions.
