It's a Muslim case and my sister got married in 2000 and she not able to conceive. Under pressure she got paralysed. her husband opted second marriage in 2011. Now I have taken my sister to Pune and want to file dv and maintenance case.

yes your sister is able to file dv case for maintenance and also she has a right to file criminal complaint under section 498a of ipc.
I think you may having one doubt that the delay in filling complaint will come as obstacles?
the answer to the same is no there will be no obstacles in case of delay as you mentioned that your sister was paralyzed and definitely she was under treatment etc.
that can be ground for delay.

Yes you can file Criminal application under Domestic violence Act. And can claim protection orders from court. You have right for interim relief and she will be entitled for interim relief till final order.
