Abusive Neighbour - Very difficult for his family and neighbours

Hi, My neighbour is very abusive. He is going through tough times due to his mental illness. He was working in ISRO as a Scientist. However, for more than a year, he did not go to his work. Very often he indulge in fight with his wife and also with the neighbours and start abusing with very filthy languages which is very difficult to listen - especially for women and children. Since he is/was part of ISRO, I am not sure if we can file direct police complaint or not sure how to proceed further. Please suggest.
Dear Sir,
It is not an issue, if his mental health not good as a lawful citizen you have to lodge complaint with police failing you are resposible as per the provisions of Criminal procedure code. Under Mental health Act police may take him and admit him in Mental Hispital. There will be no execuses for such people because they cause harm at any time

you can file complaint against him for disturbing your peace and for other acts approaching police station , so that they will call him for police station and takes necessary action against him by imposing penalty or slapping case.
