Procedure to get domicile certificate

hello sir, i am born and brought up at odisha but my parents are from bihar and we dont have a permanent residence over here, so what can be done to get domicile certificate so that i can take admission in ximb?
If your parent having landed property in their name in odisha and u r born in odisha and having education in odisha, then you can get permanent resident certificate from tahsildar or domicile certificate from collector/ADM.Domicile certificate is given to original living persons of odisha mainly
