if the property is in the name of your father and the same is clearly indicated in the sale deed executed by your grandfather then there is no right of your father's brother's in the said property.
hence your father is free to execute new sale deed or transfer the property in the name of your mother.

The concerned Authority will not transfer the sale deed unless you provide them a Succession Certificate.

The Concerned Authority would be the Sub-Registrar within whose jurisdiction the property i.e. land is situated.

Apply for a Succession Certificate in your mother's favour.

At the last, you have been posting similar query with either incomplete or no facts.

As in, if there is any dispute which exist. Has Uncles claimed share in property? etc etc.

It is advised that you meet in person for further and completed advise.

Since the land has been registered in the name of grandfather, the sale deed cannot be executed by your father to effect sale of such land. The other sons would have a share in such property owned by grandfather.
