How to change name, caste and religion of a person

One of my friend want change his name(full name including surname) and also religion/caste change. So how can he do that and how much time will this requires?

Every Citizen of India has a freedom of religion, in good faith is free to adopt any Religion as per his/her wish,belief, which is a Fundamental Right guaranteed by Article 15 & 25 of our Indian Constitution.
Your friend should 1st change his Religion as per that religion's custom then it should be notified in the Government Gazette.
Government Gazette is being a declaration.
In the same Government Gazette he may notified his name change, caste change too.

Dear Querist, Full Name and religion can be changed on paper/documents by publishing your name in the official Gazette of government. But please note that the gazette itself on top mentions that they don't take any responsibility or authenticity about the change of name /religion.
so it becomes merely a document without verifying the authenticity. Generally for state of Maharastra, Mumbai it should be published in 20-25 days and also there is some tatkal scheme, not sure.
