From which state to apply for central obc and how much time it takes

iam from ranchi Living in Faridabad now( Haryana) My caste doesn't comes in central list from Haryana But it comes in central list from jharkhand So can I apply from Haryana???? Because jharkhand govt is taking a lots of time ?
Apply from Haryana??? means. Technically, it is only the State Government whcih can grant the certificate. No other STate Government can grant the certificate vis-a-vis other State. You can contact someone to have it expedited

Sorry friend you can't get facilities of reservation from Hariyana on the basis of cast certificate dolt issued by Jharkhand Government, however you can get reservations in central government vacancies on the basis of such cast certificate. For example in Jharkhand Teli is came within reservations group but the said caste is not come in preview of reservation in many state
