Asking for birth certificate for passport verification

After government announcement that birth certificate are not mondatory any more for passport but asking me Birth certificate. Now what I do
write a letter to them seeking clarifications and quoting government norms, see what do they have to reply on it, there after in accordance with law you can act upon to secure your child's future, hope it should be effective henceforth

As per the Passport rules any person born on or after 26/01/1989 have to submit birth certificate.
If you have school certificates, then you can approach them. If require you have to submit an affidavit to that extent.
