What to do if one party is not following the procedure

Sir During mediation process at jhansi court on Jan 2018 It was finalized that total 15 lakh rs to be given to wife regarding 1 time settlement . In which it was decided that 10 lakh rs to be given during final mediation hearing that already given and credited to beneficiary account and 02 lakh rs given during filing of 13 B and rest I.e. 3 lakh rs to be given at the time of judgement of 13 B. But right now the separation period of 1 year has been completed but party is not intrested in filing of 13 B What to do kindly suggest ?
आप संबंधित न्यायालय जांच पर आपका मेडिसन हुआ है उसका आदेश निकलवा ले और उस आदेश को लगाते हुए आपके क्षेत्र के संबंधित उच्च न्यायालय में रिट याचिका दाखिल करें माननीय उच्च न्यायालय डायरेक्ट ही आपके मुकदमे को सुनकर तलाक दे देगी

If the things are in writing as such you are describing then it is a case of Criminal Breach of Trust. In my opinion go and register a FIR against your wife under section 406 of Indian Penal Code.
