ur brother is not able to know where the flowing is not in your reach from 2017. You said that till March 2018, he was in touch with his wife, you can file a kidnapping case on your brother's patni or your brother's husband Law can reconcile until brother arrives, law must wait for 7 years

Dear sir ,/madam
Firstly u should be more worry about your brother , where he is and what is his problem ,why he is not coming home.if he comes home and both are ready to divorce then file a case for mutual divorce under section 13 b.but u have to point out the court that since ladt one year both are not leaving together and situation is untolerable ,& there is no chances of compromise.
