For this purpose you need to file an application to waive off the cool down period. For that purpose you need to show some strong reason like you want to get married to someone else or some other reasons. This application will be filed in the court where you have filed 13b.

There is no remedy per se from the High Court. Post 3-4 months of this 6 months period you can file an application for urgent disposal citing reasons such as - Relocation - Remarriage (Very Important) - Studies Abroad You must approach the District Court itself for such application.
