If the honorable High Court had issued a clear direction to decide the case within one year and the concerned court totally failed to decide the case within 1 year and you can file a contempt against the trial court. for further legal assistance feel free to contact me

you can approach high court to pass an order for trail expedite or if there's any previous directions issued by high court then you can file for contempt of such order in the high court as well. for further queries please feel free to contact me
