Dowry & Mental Harrasment ! Not returning dowry

Hi,
My sister got married last Dec(Hindu). Within 15days the bridegroom took gold ornaments,money and blocked all our numbers and escaped.We traced him and lodged police complaint (though we mentioned abt dowry,police made that as family quarrel). But he bribed them and they told us to get the dowry back on the nxt day.But we didn't go to police station the next day. Now due to corona & financial issues we requested their lawyer to give us the dowry. But they are not willing to give it right away. Can I lodge a police complaint again? Its just 9months over,how to get divorce from him. Since he will abscond again ? Can I get dowry back now or it will be returned only after divorce?

if you want to get divorce then you must approach the proper court and you should file a divorce case on the court regarding all these activities which generally comes under the flawed because you are not lived more than one year that person has absconded even after the police complaint also again UPS contact so ISO file null and void
