Cancellation of registered marriage

My bro has registered married a girl.Our family members r not ready to accept her and this has not been known to our parents that they have registered their marriage.Now my bro is ready to listen to my parents and he said he had talked to her and this can be cancelled by doing a notary which is signed by her and there is no need to visit the register office or court again.Is this possible or how it should be done please advice me.
Once the marriage is regd. if the parties are not willing to continue and stay together. then they have to file a Divorce petition in the court and get the court order for cancellation of marriage. only then it will be clear for both the parties to get married again. otherwise the parties cannot marry. The notary or affodavit will not help and marriage registration cannot be cancelled in such a way. You have to approach court for this purpose and get the court order.

As you told it is registered Marriage. Once the marriage is solemnified, it can be dissolved from due process of law. No notary nothing. No you cant cancel until you get divorce legally . Only the court has power to dissolve the marriage or Marriage Certificate.
