Can I file writ against whole community?

I want to file writ against my social community. they are depriving us from our rights and creating their own rules and degrading girls. If not writ what can be done to drag them till the court
First of you will have to approach concerned authorities like DM, police & others. If they fail to discharge their. It is then you can approach High Court in it's writ jurisdiction. Make your written representation in detail to authorities along with it's evidence if any.
