U can file section 9 Hindu marriage act for restitution then she has to come if she doesn't than u can file for a easy divorce. .

You can go in court for restoration of conjugal right under section 9 hmact . then court can force him to come to ur house. It's can file through an Advocate. It's may be take two three month in all process.

As per your query its not clear why your brothers wife is not coming home if there is some valid reason you couldnt force her ,but if there is no such reason then ask your brother to file suit for restitution of conjugal rights ,for detail adivce contact !

my dear friend if you want that she came back to your home than there is option in hindu marriage act . In sec 9 of the said act its provided that whan a married women is not living in her in laws home without any resaonable cause than her husband can move a application in the court under sec 9 of the said act for restitution of conjugal rights.
And if you want no more relation with her than you can file a divorce petition under sec. 9 of the said act in the court for seeking divorce. choice is yours but in my opinion you must try for restitution of conjugal rights before filing divorce petition.
